Dear friends,
As you may remember during the last triennium (2003-2006) the World Committe
together with the Pontifical Committe for laymen and the WAGGS, represented
by Lesley Bulman, were working on the review of our Constitution to adjust
them to the Canon Law Code in force.
The request to carry out this task was done by the CPPL to the previous
World Responsible, Françoise Parmentier, when she was finishing her term of
office.
We remind you briefly of what was done (we have also informed at the
appropriate time through correspondance and verbally to the XVI Warsaw
Committe delegates):
The World Committe together with the assistance of F. Jean Debruynne –World
Chaplain- and F. Alejandro Sánchez – canonist from the Argentine Parish of
Neuquén-, as well as with the guidance of Lucianne Sallé and Monsignor
Delgado, both of them from CPPL, worked during the first stage on the
adjustments, which, finally, turned out to be very few in the current
Constitution and Bye Laws.
By the beginning of 2006 the task at this level had already been finished.
At the same time, as established in the Modus Agendi, these adjustments were
analized by the WAGGS Charters Committe the first time, leaving then the
task of interchange and queries in the hands of the World Bureau Director at
that time, Lesley Bulman.
In December 2006 we received the last comments from the WAGGS, which meant
we had reached the end of this stage.
We Intend to submit the final version to the CPPL in September of this year,
by these means the initial recognition (1968) would be confirmed with the
new denomination given by the Canon Law Code to International Organizations,
in our case it is Asociación Privada de Fieles(Faithful Private Association)
The next World Committe (in 2009) will include and Extraordinary Assembly
for the definite approval of the new Constitution.
We attach a copy of the final version of the Constitution and Bye Laws as
they have been modified indicating the specific changes that have been made,
none of them, as you may see, modifies the mission, identity or functioning
of the International Catholic Conference of Guiding.

the webmaster: As these
changes will be effective only after the vote of the delegates at the next
World Meeting in 2009, we do not attach here the changes to the Constitution
and Bye Laws so as to not throw into confusion. The persons that are
concerned had received by post this document.
