 Dear Friends,

As we announced in our letter No. 5 last July, please find enclosed the preparatory documents for the ICCG World Gathering of July 2003 in Buenos Aires.

Preparatory Documents:

They have been prepared by Silvia Staib de Chanes and Marisa Paulon, both members of the Latin American Regional Team and National executives of the Girl Guide Association of the Argentine.  We thank them both very warmly.  Please find also enclosed a meditation by Jean Debruynne that also focuses on the preparation of this World Gathering.

These documents in three languages can be found on the internet site of ICCG, so please don’t hesitate to visit the site.  We are sending all this documentation also on paper as we know that not all associations can connect to internet.

We ask you, with a great deal of insistence, to make this document known within your association and to put into practice its proposals.

                    Financing the World Gathering in Buenos Aires 

With the information given by the Girl Guides of the Argentine, Françoise Le Menestrel and Marie-Thérèse Marchand have drawn up a provisional Budget. 
We can already say, that unfortunately very few grants will be available and so associations will have to find the means to finance this gathering, which we think is a most important one.Organizations that have usually financed our  gatherings are no longer giving money for gatherings, preferring to help concrete projects with a very precise development aim.  On the other hand, we know that Associations manage to find the necessary funds to participate  at the World Conference of WAGGGS and we believe that you’ll deploy the same motivations and the same energy to find money for the Gathering in Buenos Aires, particularly since we have done great efforts in order to minimize the costs for participants.   

We can already state that this cost will be between

            350 and 400$ per person for the Gathering

with an additional

                                                 35$ for those staying on for the Council Meeting. 

We will be able to tell you the exact costs in December next.  As to the grants we might give, we will only be able to inform you towards April 3003.

Renewal of the World Team and
Regional Teams:

We ask you to start thinking, as from now about possible candidates for the renewal of the World and Regional Teams.  An appeal for Candidatures will be officially launched with our letter No. 7.  But to allow you to prepare and take time for thought, we are sending you already  a statement about the renewal of  the present World Team:

Africa Region:                            Brigitte Aguilar – mandate renewable

Latin American Region:             Maria Isabel Cañadas – mandate renewable                      

Europe Region:                           Elisabetta Brunella – mandate renewable

Middle East Region:                  Leyla Antaki – coopted- wishes to terminate her mandate

World Executive:                        Françoise Parmentier – mandate non renewable

World Chaplain:                          Jean Debruynne – mandate non renewable

We draw your attention to the renewal of the World Team.  We must underline that the Council of Mozet in 1992 has voted for  the regionalization of ICCG  and recommended that the World Chaplain should be from the same country as the World executive in order to facilitate their coordination work.

The conditions to be met in order to exercise the functions at World level are laid down by the bye-laws adopted at the Council meeting in Togo in 2000.  These bye-laws and the new Constitution have been sent to you after the Togo Council Meeting.

The report on the period between 2000/2003 will be sent to you in the course of the first trimester 2003 and will allow you to evaluate the work done by the World  and Regional Teams during this period and help you in your decision making process.

We wish very strongly indeed that preparation for the World Gathering should contribute to a new dynamism in your associations; as the theme :

Listen! The voice of teenagers
is the path of ICCG!

 Is nothing but a summing up of educational project of Guiding as a whole, a project that we put into practice daily amongst thousands of teenagers and young people.  It seemed to us that going back to the very sources of Guiding and the Gospels is of great importance in a world led by the power of money and consuming, confronted with injustices, wars and all kinds of violence.
