Dear Friends,
We are sending you the fourth communication in relation with the following
“2006 Warsaw” World Council and Meeting.
This Committee together with the ZHP organization, Guides and Scouts from
Poland, are working with enthusiasm and advancing in the concretion of this,
on the ICCG web page you can find
a
link to go on walking towards us, with information about the
country that hosts us, its history, its landscapes, its reality.
In this letter you will find more details and precisions about the Meeting
and Council: costs, definite registration form, as well as the call to
present the candidates to cover the charges of World and Regional
Responsible, and members of the Regional Teams. We invite you to re-read our
letter N° 12,
there you’ll find explicit the working rules of the World Council and the
responsibility of the delegates, as well as other basic information.
The
registration forms
as well as the
presentation of the candidates
have
specific sending dates,
which we ask make particularly notes and be respected.
Up to the date, out of the 39 Member Associations, belonging to 37
countries, we have received the pre-registration forms from: Germany (PSG),
Argentina, Belgium (Guides Catholiques de Belgique) Benin, Burkina Faso,
Cameroon, Centro African Republic, Ivory Cost, Spain (Minyons Escoltes i
Guies Sant Jordi de Catalunya) France, Guinea, Italy, (AGESCI), Lebanon,
Madagascar, Paraguay, Poland, United Kingdom, Uganda and Chad. However,
Portugal and Uruguay have informed us that they will be not able to come.
Warsaw waits for us, It’s a new opportunity of interchange and growth, of
meeting and dialogue, of searches and discoveries; it’s time to stop and
check what we have walked; to listen to the voice of God in the voices of
our girls and teenagers… And, then we will walk through its paths.

World Responsible
CLARIFICATION:
the next World Meeting to be held in Warsaw is the 23rd and not the 16th as
it wrongly appeared, it is indeed the 16th World Meeting.

♣
PERSONAL REGISTRATIONS

In the annexes 2 and 3 you will find the
registration forms for the delegates for the XXIII Meeting and XVI World
Council. We ask you to fulfill them clearly and completely. They will be
admitted until the 20th of April, 2006.
With the intention of facilitating the form sending we will privilege the
use of electronic mail. So that we can avoid possible inconveniences we have
agreed that among the 48 hours after the registration forms have been sent,
the Executive Secretary will confirm its reception; the Organizations that
don’t receive this confirmation must decide the means to grant the definite
registration by the means they consider the most adequate
(fax- traditional mail).

♣ COSTS

It is an ICCG interest that the biggest amount of member organizations can
be present in Warsaw, that’s why we have tried to adjust the maximum value
so that it is accessible for all of them.
The different prices arise taking into account the cost of life in the
different regions, Fromm this on the price of the participation in the
Meeting and Council, per person, will be:
v Europe
400€
v Middle
East 300€
v Latin
America 200€
v Africa
100€
This scale has been foreseen based on the presence of a maximum of 3 people
by organization; if one organization decides to send a bigger amount of
delegates the cost of the event, from the fourth member on, will be 400 €..
For the participants from Europe: the cost for the participation of the
Meeting is 300€ and for those who only come to the Council 100€.

♣ SUPPORT FOR
PARTICIPATION
For the countries that require, the World ICCG has foreseen an economical
support to be used in the transportation costs. In the resolution of how
much will be given to each region we have foreseen, also in this point, the
different regional situations as well as the distances of the meeting place
were pondered, so that it was agreed:
♣ For the member countries of Region Africa: an
economical support that corresponds to
the 80% of the cost of a (1) plane ticket.
♣For
the members countries from Region Latin America: an economical support
corresponding to the 60% of the cost of a (1) plane ticket.
It is necessary to consider foreseeing the reservation of the tickets
previously enough which will allow having more accessible ticket prices. If
it were necessary the plane tickets can be reserved previously paid by the
World ICCG.

We reiterate the regional teams and the National Associations the importance
of working to obtain the resources to allow the possible biggest amount of
delegates.
In relation with the point of costs and economical support if you had
serious problems we are ready to listen to you and together look for
possible solutions.

♣ VISAS

►Once
more we remaind you the need that the Member Associations or
correspondents belonging to the countries which are
required visa by Poland,
contact the ZHP at
the electronic mail wza@zhp.pl,
sending a copy to the secretary.
IMPORTANT: the
countries that wish to use the economical support and need a visa to Poland,
must first ensure the realization of the required procedures to obtain them.
Neither the ICCG nor the National Organizations that can finance the
participation of any Member country will pay the tickets if the beneficiated
country does not negotiate and obtain the corresponding visa with enough
anticipation.

♣ FEES
So that the member Organizations can exercise their right to vote, they must
have the ICCG affiliation fee paid. We would like to call to reflection the
countries that haven’t made it effective during this last period or haven’t
contacted their Regional Responsibles looking for possible agreements or
payment proposals. In the Article 19 of the Statue, as well as paragraph 13
of the Inner Regulation that regulates us give an account of this
compromised assumed at the moment of the affiliation.
The fees must be paid in the Regional level, after that these ones take a
part of the obtained money to the World level, the paragraph 24 of the Inner
Regulation can inform you about the agreed destiny of the incomes.
We invite you to contact your Regional Responsible so that you can
regularize your situation in enough anticipation of the World Council.

♣
PRESENTATION OF THE CANDIDATES FOR THE PERIOD
2006-2009
During the Warsaw Council we will have the election of the new World
Responsible and the ratification of the Regional Responsibles, who Fromm
that moment on will integrate the new World Committee. During the Regional
Assemblies, the regional teams will also shaped.
The situation of the members of the nowadays Committee World is the
following:

The postulations for the charge of World Responsible must be presented to
the Secretary (See in the annex 4 the forms that we attached with this
purpose) before the 10th of April, according to the criteria agreed for the
sending of the personal registration forms for the World Council and
Meeting; so that the Member Organizations can know the different candidates
we ask you to include a brief curriculum vitae of these ones. Remember that
the postulations for World Responsible must be previously approved by the
State Secretary of the Vatican, so we request the major respect to the
stipulated date of presentation.
The postulations for the charge or Regional Responsible must be presented to
this Secretary (See annex 5) before the 10th of April, by e-mail according
to the agreed criteria; in order that the Member Organizations can know the
different candidates we ask you to include a brief curriculum vitae.
The postulations for the members of Regional Teams must be presented to the
Responsibles of each corresponding Region, in the forms that we have
attached as annex 6, before the 17th of April, in this case we suggest the
inclusion of a brief curriculum.
► WORLD AND REGIONAL RESPONSIBLES
The candidates for Responsibles in the world and regional level, according
to paragraph 9 of the Inner Regulation, must:
v Be appointed
with the agreement of their association
v Be part of the
policy making body of their own association to insure that the
standpoints taken within the ICCG reflect the standpoints of its member
organisations
and are
not personal vewpoints.
v Have experienced
and acquired the ICCG working methods so as to be able to
transmit it to others.
v Have
international experience
v Speak one (preferably two) of the
official languages of the ICCG.
v Have knowledge
of the workings of the Church.
Her functions are
► WORLD EXECUTIVE
According to the 16th paragraph of the Bye-Laws
v To convene,
prepare and conduct the meetings of the World Committee
v To co-ordinate
the various tasks of the Regional Executives and see that they are duly
and properly carried out…
v To ensure that
the decisions taken by the World Committee are effectively put into
practice and that there is continuity in the performance of the various
tasks during the
intervals of its meetings.
v Represent the
ICCG in the organisations with whom it is in contact and where it seems
necessary.
► REGIONAL EXECUTIVE
According to the paragraph 20 of the Bye-Laws, together with the Regional
Team will be in charge of:
v To convene,
prepare and conduct the meetings of the Regional Team
v To co-ordinate
the various tasks of the Regional Team members and see that they are
duly and properly carried out…
v To ensure that
the decisions taken by the Region are effectively put into practice.
v Ensure a regular
cooperation between associations of the Region.
v Organize Regional Gatherings, prepare
reports that can be used as pedagogical
documents by
the associations of the Region.
It is very important that the people who assume this service at the World or
Regional Level have the sustenance of their national Organizations along her
working period, whether with human, technical, or financial resources; they
must also be conscious that a labor of this kind implies to dispose of
concrete time to dedicate to organization work, management and animation of
the ICCG life not only the world one but also the regional one, moving for
meetings, etc.
