Dear friends,
We are sending you
our second annual management report according to the
established in the Buenos Aires Council.
That is trying to take knowledge to everyone of you about the
steps we took to make real the triennial plan, making you know
the difficulties and achievements and convoke you to
participate actively in the future of the ICCG.
This year 2005, the ICCG is 40 years old. It’s a good time to
recover our history, to make memory. It is a good time to
evaluate our actions and the direction we walk towards. It is
an opportunity to dream the future.
The belonging to the Catholic International Organisations
Conference impulses us to share our projects in relation with
education for peace and the participation of the construction
of a fairer and more solidary world.
The richness of our identity as Catholics in Guiding must be
at the service of the youngsters world, commonly with other
international organisations in the heart of our world
movement.
The Century we live is strongly marked by exclusion and
poverty, violence and the fundaments of any order. The girls,
the youngsters and women are among their most numerous
victims.
However, a major consciousness and compromise is growing to
work actively for dignity, the rights, life, people welfare.
Millions of men and women of good-will, youngsters and
children, in all the latitudes, make their voices be heard and
put their hands, resources and abilities at the service of
peace.
When reading these pages about what we’ve done, we are invited
to go on thinking about our vocation to live and build the
Kingdom, to walk the paths of Guiding to the light of Jesus
Gospel, face to face with this time, in our reality.

WORLD RESPONSIBLE REPORT
We organise our
report following the order of the four set objectives for the
triennium.
1. The production of formation material for
the associations, instructors and guides;
2. Favouring the communication in all the
levels;
3. Deepening our catholic identity;
4. The study of the document about the AMGS
spirituality,
• ACCORDING TO THE FIRST OBJECTIVE
In this second working year:
* The pedagogical document GUIDING: AN INCLUSIVE
PEDAGOGY IN TIMES OF
EXCLUSION, in the
three-official languages of the Conference.
* The document was sent to all the correspondents and
member associations.
* Under the AGESCI request, a digital version of this
document was placed in the web.
* We have finished together with CLAYSS (Latin-American
Learning and solidary service
Centre) the elaboration of the document
SOLIDARITY AS A WAY. The documents takes
back the place that service has in guide
pedagogy; the pedagogical tools of the service- learning;
the urgency of educating for solidarity and
justice. The document will also include as examples
concrete projects sent by member
associations.
* F. Jean Debruynne is working in collaboration with
the document REMEMBERING, that
counts on the contribution of the regional responsibles
in the search of testimonies and
information.
* The advertising of these documents is being possible
thanks to the contributions of the CCFD,
and in the case of the publications for
Latin America thanks to ADVENIAT.
* The writing work of the document BUILDING COMMUNITY: THE VALUE OF
EDUCATING TO GROUP LIFE, has been started.
• ACCORDING TO THE SECOND OBJECTIVE
Communication with the national Organisations
* We have deepened communication and interchange with the
national organisations;
* A total of five letters to the World Responsible have been
sent by the World Responsible, by
the Treasurer; the World Team meeting Report in
January 2005 in Rome, the document
GUIDING: AN INCLUSIVE PEDAGOGY IN TIMES OF EXCLUSION,
the invitation to
participate with peace gestures and words in the
ICO General Assembly in Jerusalem; the
invitation to particiapte with projects in the
new publication about learning-service.
* We have sent two letters in relation with the next World
Meeting and Council in Warsaw
(nº 10 and 12)
* We have sent a first letter to the Israel Scouts and Guides
Association as well as Guides from
Palestine.
* The AGESCI has been requested that its international
commissionate had informal contact with
the ICCG member countries during the World
Conference in Jordan.
* Scouts and Guides from France have been requested the presence of
a leader in the CICO
working team about education for peace.
* In the ICCG web site apart from the letters and pedagogical documents,
we have included
reflections for the Christmas Time, Easter message by
F. Jean Debruynne, message for the death
of HH John Paul II and for the assignation of HH
Benedict XVI, message for the anniversary of
our World Chaplain, document signed by the young ICOs and
presented during the WYM, guide
delegates’ greetings to the WYM, CICO information.
* In the web site a link was opened for the preparation of the
World Meeting and Council with the
active collaboration of the ZHP.
* Each Regional Responsible has assumed the responsibility of
up-dating its site,
* A first communication note about the ICCG was sent to the
following national associations:
Belarussia, Chipre, Slovenia, Slovakia, Estonia,
Georgia, Greece, Latvia, Malta, Rumania,
Russia, Saint marine and Ucraine.
* A second reflection was written and placed in the web under
the title AMONG “MATES”
* A working meeting with the AGESCI president was hold during the
World Team Meeting in
Rome in January 2005.
* A working meeting with the Scouts and Guides authorities was hold
in France during the visit of
the World Responsible in May 2005.
* A working Meeting with the Argentina Guide Association was hold
about the role of the
hostesses of the Regional Meeting in latin
America in October 2005.
* A permanent communication was kept with the ZHP International
Commissioner.
* Communication was kept with the ZHP religious assessor for the
YWM.
* Meetings with old ICCG members were hold and we visited record
the record that Marie
Thérèse Cheroutre, was a world co-ordinator,
keeps updated.
Communication with the inner part of the world team
* We have kept permanent communication with the
secretary and the treasurer.
* We kept three meetings with the secretary in Buenos Aires
and a working meeting with the
treasurer in Paris, when also the
organisations that help movement projects.
* A working meeting was held with the world chaplain because of
having attended the celebration
of his 80 anniversary in the UNESCO auditory in
Paris, the 21st of may and the Eucharist on the
22nd of May.
* A working meeting was held with the former World Coordinator,
Françoise Parmentier who
requested collaboration in the organisation
of the Council in Warsaw.
* Two letters were sent to the regional responsibles about
communication, project presentation
and obtainment of economical support for those
ones.
* We kept communication with the Regional Responsible for the
project of each region or the
ones in which the region was involved, like the
YWM ones.
* A working meeting was held with Melanie Stahl from the Europe
Team during the World
Responsible visit to Paris (28th of May)
* A working meeting was held with Silvia Campisi, Latin
America Responsible because of the
organisation of the Regional Meeting as well as a
specialist in the education area that would be
invited to this one.
* Communication was kept with the World Chaplain.
Communication with the Church international organisms
* During the world team meeting in Rome (January), as it was
reported last February, meetings
were held with Monsignor Delgado from the
Pontifical Council for the laics, with Monsignor
Caccia and Monsignor Parolini from the State Secretary and
with Monsignor Viola from Caritas
International.
* During this same meeting the world team participated in the
public Audience with the Holy
Father.
* On the 16th of May it met with the eclesiastic assessor of the
Catholic International
organisations Conference.
* On the 17th of May the World Responsible met Dr. Lucienne Salle
from the CPPL because of
the adaptation of the ICCG statues to the cannonical
Law Code. Later she visited the
International caritas see.
* A Thanks letter was sent because of the 5000 dollars help from
the Pio XII Foundation for the
ICCG functioning.
* We received the thanks letter because of the condolences in front
of the Holy father death as
well as the best wishes sent by the New
Pontificate.
* The responsible of the Laic area of the Argentinian Episcopal
Conference was visited and
handed dumentes.
Communication with the CICO and with economical support
organisations
* The relation with the Conference has been permanent given that
the ICCG participates in the
Coordinator Committee of that one under the person of
the World responsible; it is present in
the working team solidary Economy through Thérèse
Marchand and in the Education for peace
group through Alice Barthélèmy.
* On the days 19th and 20th of may the World Responsible assisted the
Colloquium about
Solidary Economy held in Paris. This theme will go on
in the following years, making a call to all
the movements to be involved actively in the formation
of its members and build a common
position in front of the reality of exclusion and
poverty.
* Some contributions were given to the document about Youth and nowadays
reality that
presented the youth ICO that were present in the CICO
during the YWM.
* We had a meeting in Buenos Aires with the UMOF President and CICO
vice-president, Prof
. María Eugenia Díaz de Pfennich, when visiting Argentina.
* Among the days 23rd and 27th of May we kept meetings with Alain Le Moal
from the CCFD,
the Morel bank, Briggitte Pantou from the France Episcopal
Conference volunteers organisation,
Catherine Bourel from Amitié sud-nord, Alice Barthélèmy from
the CICO education group,
among other people that work in the organisations connected
with the movement and the
Church.
* Together with the executive secretary and the treasurer we prepared a
model dossier to request
help for the next World Meeting and Council.
* We have sent help requests for the Warsaw Meeting and Council to more
than fifteen
organisations and institutions.
* We requested adjustments for the Africa Regional Meeting to fulfil the
requirements established
by the support organisations.
Communication with the WAGGGS
* We have sent all the letters and documents to the World Bureau
director.
* We have kept permanent communication around: new countries to be
affiliated, contact with
Israel Scouts and Guides, beginning of the
process of the Statue revision, next CICO General
Assembly, among other matters.
* Under the invitation made by Mrs. Lesley Bulman we placed in the WAGGGS
website a
message for the Holy Father’s death.
* We have received all the documents of the WAGGGS during this
period.
Communication with the ICCS
* We have kept contact through electronic mail with Mister Álvaro
Soares from the ICCS
* We have sent greeting messages to the World Council delegates in
Tunes.
* We have sent the pedagogical documents elaborated in this period.
• ACCORDING TO THE THIRD OBJECTIVE
* The necessary deepening of our catholic identity as well as
our opening vocation to everyone
has been enriched in the regional
proposals, becoming the working theme in the regional
meetings planned for the year 2005. In the report
done by the regional responsibles you will be
able to see how from the education vocation in
the world of the girls and teenagers (Latin
America), formation to citizenship and richness
in education in values, enclosed in the law and
promises (Africa), the call to be living stones
in our communities (Europe)... the look over
vocation as catholics in the heart of
guiding is highlighted with original characteristics.
* The possibility of working with other young organisations and
movements particularly in the
setting of the document presented in the YWM
finds us sharing a common look over these
times, its exigencies and needs, over the
youngsters’ reality and the compromise in the
transformation of the world from the proposal of
Jesus Gospel.
* The education to peace and a solidary economy are two of the
matters with more possibility to
be boarded in a common way together with other
young organisations. In this sense we must
be, very conscious of the compromises that AMGE
is taking and proposing in the last years
also in relation with these challenges and the
place that these projects have in our national
organisations.
* The pedagogical documents that are being produced, try to close,
from our catholic identity,
ways of reflection about our obligation as
educators.
* The opening to everyone particularly inter-religious dialogue,
central topic together with the
construction of peace in the CICO Assembly in
Jerusalem, undoubtedly it will be enriching,
given that we live our identity in the heart of
an open movement to everybody. All the national
associations have been invited to work on this
theme as well as joining with a gesture of peace,
a praying day, an inter-religious meeting on the
20th on November when in Holy Land we
celebrate a public act for peace.
• ACCORDING TO THE FOURTH OBJECTIVE
* The region Africa is the one that has assumed more
definitely the work on this AMGE
spirituality document.
This period has been particularly rich in meetings and
opportunities to stablish new contacts. Many national
associations are working in its affiliation. Two of them have
already fulfilled all the requirements: Chad and Costa Rica. We
have had contact again with the organisations we hadn’t had news
for a long time.
The web page could be updated periodically thanks to the
responsible dedication of Celine Gelinas. The translations have
been under professional help but also with the invaluable
collaboration of a France Scouts and Guides volunteer: Catherine
Phillipon.
We must highlight the interest in our job not only of the CPPL
but also of the State Secretary of the Holy See.
The France Scouts and Guides, AGESCI (Italy) and the Argentinean
Guide Association, whether for the lodging in their national
headquarters or to facilitate us contacts with other
organisations, are reasons of our thanks.
An extensive thanksgiving to theorganisations that keep our
activities with economical help and the permanent job of our
treasurers and secretaries wha have seen their job increase
because of the preparation of the next World Council and
Meeting.
Especially thanking our chaplain for his rich support that come
to us in refection that we circulate and whose anniversary party
I had the pleasure to share.
The regional responsibles and their teams have also had a lot of
work in their hands, not mentioning the difficukties because of
economical problems in some cases, movement difficulties or
family problems. Our thanks to them as well as the regional
chaplains.
November is reason of a visit to Poland before the participation
in the CICO General Assembly in Jerusalem.
December convokes the regions from Africa and Europe to each
regional Meeting
It is necessary to foresee the next regional badgets and go on
looking for help for the enxt Council and Meeting at a regional
level.
We must advance in the work about the Statue, a first
aproximation has been done and sent to the AMGE and the CPPL.
Together with all this, it is esential to think about the ICCG
future, to start evaluating in deep the successes and the
difficulties of the regionalization, to define a formation
proposal for the future member teams, to look for ways for a
work together with the other youth ICOs around the axis,
particularly, what has to do with the construction of a culture
of peace in justice and solidarity, support from our identity to
our world movement.
To grow in communication, to accept as our serche, achievemnets,
fears and ncessities, to knit mutual help nets, to share our
resources, projects and solutions.
That Maria of Guadalupe, Mother of God and our Mother makes her
ways t to us, our Teams, our associations, in the middle of our
people from Humanity.

World Responsible

REGION LATIN AMERICA - RESPONSIBLE’S REPORT
The performed actions in this period of time have been the
following ones:
• Permanent communication with the Guide Associations of
America, the Guide Scouts World Association, the members of the
World and Regional Team, the CELAM and other organisations.
Resending to all the countries of America, to the contact person
in the West Hesmisphere and to our Hut, of all the information
received from the World Coordinator, Secretary, Trasurer and
Chaplain.
• Mantainment of the Region documentation record.
• México, Panamá, Costa Rica and Honduras showed their interest
in being art of the ICCG, bacause of that we kept with them an
intensive communication, sending them the answers to their
questions such as Statues, Rules and Modus Agendi.
• In March of 2005 we received an afilliation request from the
Cos ta Rica Guide Association Warsaw in 2006.
• Meeting with the new President of the Argentina Guides
Association, Mrs. Adriana de San Martin and the National Council
of this Association, to inform them about the job that the
Regional Responsible is performing. We talked a lot about the
Latin-American situation, the adult leaders’ needs the
possibilities and opportunities of progress. It was also
informed about the relationship that the ICCG is keeping with
different internationa organisations, and the summary of
economical support given by ADVENIAT was presnted.
• In October we made contact with the organisation CLAYSS
(Latin-American Solidary Service and Learning Centre), whose
mission is: “To contribute with the growing of a fraternal and
articipative culture in Latin America through the development of
educational solidary projects”.
CLAYSS and the ICCG agreed to make some actions together,
because of that the regional responsible participated in:
√ VII internationa Seminar of Solidary
Service and Learning: 6th and 7th of October, 2004
√ Course of Regional Regional
Formers of the Youth Voluntary Programme for the Americas,
“PaSo Joven- Solidary Particiaption for
Latin America”. 9th and 10th of October, 2004
√ National Responsibles Meeting
of PaSo Joven: 8th of December, 2004
√ Course of National Formers of
the Youth Voluntary Programme for the Americas, PaSo
Joven: 11th of March 2005
• Participation in the annual ICCG World Team meeting, held in
Rome in January, 2005.
• Two summaries of the economic support given by adveniat, were
sent to this support organisation, with a copy to CELAM and th
World Coordinator.
Part of this economic support has been used to finnance,
together with the world ICCG the documents “ A call to
reconcilliation” and “Guiding, an inclusive pedagogy in times of
exclusion”. Samples were distrubuted in American countries.
Taking advantage of the stop in Buenos Aires of the AMGS
Executive for the Western Hemisphere, Mrs. Marta Arcocha, we
kept an interview with her. We had the opportunity to talk with
her about the situation of the Guide Associations in America,
their difficulties, their needs, the job that the ICCG is doing
and the way to colaborate for the benefit of Guiding in the
Region.
• The unvaluable support given by the Faith Animation Team of
the Argentina Guide Association, made possible the elaboration
of an informative bulletin. It was distributed to all the
American Countries, in Soanish and English.
• The Uruguay Guide Association was in charge of the realisation
of an Easter reflection. That one was sent to all the countries
of America and friend organisation, in Spanish and English,
through e-mail.
• Given the importance of the Colombia Guide Association to be
home for thr Regional Meeting of Leaders formation in October,
2005, the Regional Responsible kept a meeting with the world
coordinator to hold it in Buenos Aires. The AGA president
offeres her complete support.
The Regional Responsible kept many work meetings with the AGA
Team of Animation in Faith and members of the National Council
to organise the meeting. The invitation and the pre-registration
form have been already sent to all the countries from Latin
America; working teams have been organised and the programme has
been alaborated.
This regional team was sent to the ICCG Europe Region, who had
offered economic help to the regions for the preformance of
projects. That way we got the support of 500 euros and the
thanks of the Europe Region is big.
We also presented this project to other finnacial organisations.
The project “ Latin America, advances” whose objectives are
√ To sep permanent communication
with the Guide Associations.
√ To work in cooperation with
the teams of Animation in Faith of the Guide Associations, to
elaborate formation materials
for the adult leaders.
√ Procurate the ICCG presence in
the most relevant formation and pastoral events of the
region.
This project was sent to ADVENIAT and the economic support was
obtained for its performance.

REGION EUROPE - RESPONSIBLE REPORT
Note: the team is composed
team is composed by Caterina (responsible), Jean Luc (Chaplain),
Anne Sophie, Melanie, and Renata. It’s necessary to remember
that 2 of us have been mothers during the year 2004: Renata
(July 2004) and Caterina (August 2004)… and it hasn’t been easy
to meet and work together for the ICCG!
• Camping “Living Stones” 2004, organized with the CICS-
(Trent, Italy, 26-31 of December, 2004).
After the succeed of the camping LIVING STONES 2003, together
with 20 chiefs from 15 countries of Europe and the Mediterranean
Basin, it was decided to have the Camping Living Stones 2004
again in Trento, to use the contacts already made in the
occasion of the last camping.
Unluckily, we have had some problems in the logistic part (the
organizers of the camping were French and Belgian, and so it
wasn’t easy to meet the I’AGESCI region- Trentino Alto Adige).
Besides all the CICS, ICCG and AGESCU chiefs that were in charge
of the Camping 2004, hadn’t been present in the Camping 2003 (except
for one).
The team was formed by:

Etienne, Jaume (in part): again elected responsible of Europe/Mediterranean
Basin.

To prepare and to evaluate the Camping we organized different
meetings:

Europe Team Meeting in Italy in August 2004 (Melanie, Jean

Meeting with the representatives of the Europe CICS in
Lille, October and November 2004

√ Meeting
with the AGESCI representatives in Trentino Alto Adige in
Preparation of the
Camping LIVING STONES in Trento,

√ Evaluation
of the Camping: Belgium (Melanie, Jean Luc, Anne Sophie)
√ Elaboration
of a conditions list to give a “trade marc” to the Camping
Living Stones and define
the essential elements for the Camping in
Portugal in December 2005: (Melanie, Jean Luc, Anne
Sohie)
The evaluations of the Camping were positive, even having had
only 12 participants (we had a list of 20 persons that should
come, but there were health problems and desertions two days
before the start of the Camping!!!)
It has been decided to have the Camping LIVING STONES 2005 in
Portugal: Jean Luc will be present for the ICCG. It has been
requested the Guides from Portugal to collaborate with the
Scouts from Portugal to help in the organization of the Camping.
• Participation in the Youth World Meeting, Colonia,
August 2005
In January 2005 Anne Sophie (ICCG Europe Team) and Christa
Bishoff (PSG Germany) participated in the meeting for the
preparation of the YWM in Colonia organized by the Pontifical
Council for the Laics, representing the ICCG.
The PSG Association, members of the ICCG, organized together
with the DPSG an international Camping of Scouts and Guides in
Colonia during the YWM- Camping that the ICCG has always held-
and invited us to be present in the opening. The World ICCG
wrote a text for the participants; the Europe ICCG, through
Chaplain Jean Luc’s words wrote another text. Besides, we had
decided that Anne Sophie was going to be there to represent the
ICCG and (if there was time) to speak with the participants and
read the messages.
Finally, due to the logistic problems, Anne Sophie (although she
was in Colonia for the WYM), she couldn’t go, so that the texts
were given to Christa.
Anne Sophie and Christa participated in the ICOs conference
during the YWM representing the ICCG.
• Relationship with the Member Associations
Along this year, we have sent letters to confirm the
Associations about the jobs we were doing:
√
August 2004: After the meeting the Europe Team, with
the presentation of the Action Plan
2003-2004 and to invite them to
the Camping LIVING STONES 2004.
√
April 2005: after the meeting in Europe, with a small
evaluation of the Camping LIVING
STONES and the participation of
the ICCG in the YWM.
√
August 2005: to invite the Associations to pay the
fees which hadn’t been paid yet.
√
September 2005: to sent the invitation for the Camping
LIVING STONES 2005.
The Europe ICCG provided the World ICCG with instructions about
the Associations of the Europe AMGS which could be interested in
being members of the ICCG, and the World Responsible sent a
letter to these Associations.
In the month of September 2005, Melanie met the Scouts and
Guides Direction of France to represent the ICCG and the
nowadays activities.
• Relationship with the other Regional Teams of the ICCG
During the meeting with the World Committee in Rome (January
2005) the Europe ICCG decided to donate 500 Euros to the other
regional teams, with the condition of receiving a previous
specific project to be financed.
This year, the Region Europe handed 500 Euros to Latin America
for the realization of a regional meeting, and 500 euros to
Africa for the Region Africa meeting in September, 2005.
• Relationships with the ICCS
The relation with the CICS Europe- The Mediterranean has been
reinforced during this year with different moments for meetings.

Jean Luc and Anne Sophie have participates in the
Seminar about Spirituality organized by the
CICS in Berlin in
November 2004.
√
We have together organized the camping LIVING STONES
2004 and we are working on the
preparation of the
Camping LIVING STONES 2005 in Portugal.
√
The CICS and ICCG teams are going to meet in January
2006 to make the 2005 camping
balance and talk about the
future projects;
√ We
think prepare together a workshop on spirituality during the
Roverway in Italy, in August
2006.
• Web Site
All the communications, the pictures, etc have been regularly
put in the ICCG website.
