Dear Friends,
As we had anticipated, we are sending you the third Communication in
relation with the next WORLD Meeting and Council to be hold in Warsaw in
July 2006. The previous letters about these events are the ones under the
numbers 6 and 10.
We wish that
every one of the Associations, its delegates, live in an anticipated way
this experience through a compromised preparation. Because of this we want
you to have in mind:
a.
16TH WORLD MEETING DATE:
the program of the meeting will be developed during
the days 16th and 20th
(including) of July 2006.
b.
THE PURPOSE OF THE
MEETING: to share a
formation experience that allows as to read under the Gospel light our
mission as educators, to deepen in the Education in solidarity and a life in
group as the way to the building of peace.

c.
THE MOTTO OF THE MEETING:
“ …and we will
walk through your paths” (Isaiah 2,3)

d.
WORKING STYLE AND PROGRAMME PROPOSAL:
In the meeting we build an event, an agreement of delegates and assistant
delegates to participate solidarily and actively, to learn through the life
interchange and experiences, an itinerary-way in which we discover ourselves
and discover the Lord Jesus Christ among us.
So that we will have:
• Time to introduce ourselves
and know ourselves welcome;
• Time to go out in small groups
to meet Warsaw City, its history, its rich past, its pains and its
strength of reconstruction, its traditions and beauties.
• Time to celebrate in Eucharisty
the vocation of unity.
• Time to share
the realities of our girls and teenagers, not
only respecting to exclusion and violence but also the projects that are
trying to transform this situation.
For this to be possible, each delegation should
adopt a graphic presentation
about the realities that in its country affect
the world of the girls and teenagers in what
respects to children work, situation of the immigrants, marginality, health
problems related to poverty, educational proposals, sexual abuse, violence,
etc. as well as the organizations that work with these situations for its
resolution and projects managed or shared in which the guides participate.
It is relevant to dispose statistic information
if it existed some.
• Time for workshops
to deepen how the life in patrols that the Guiding offers is an experience
of re-knowing and humanization, reconciliation and inclusion.
The delegations could bring
formation material of its
own Association for a mini exposition.
• Time to discover
through shared experiences the service and solidarity as a way of personal
and social transformation.
• Time to read under the Gospel light
our lives and our world, peregrinate to Jazna Gora and
celebrate the sending, the return to our everyday with new
strengths.
The National Associations will be invited to participate in the organization
of the celebrations, in the animation of workshops, in the presentation of
experiences.
We will share an international night and a
party organized by our hosts.
 
e. LANGUAGES:
during the Meeting there is going to be simultaneous translation for the
shows and plenary sessions, but not in the group work. These translations
will be in the three official languages of the ICCG (Spanish,
English and French). We recommend you, that the
delegates can understand and express themselves in any of these three
languages to participate actively in the proposals.

RESPONSIBILITY OF THE DELAGATIONS:
it is essential that the delegates are
v
advised about the program that will be hold,
vparticipate
in the sessions, group work and workshops, celebrations and informal
moments;
v
bring the word and the experience of its National Associations
vas
well as the previous required jobs, the materials you wish for the
international party
(
leaflets, packed food, souvenirs, music, etc.);
vreport
on and share with your associations what you have lived when the Meeting is
over.
 
g. VISAS:
the page 5 repeats the list of
the countries that are required visa to go into Poland.
INSURANCES:
it is the responsibility of each associations and/or delegate to hire its
own policies for illnesses or accidents,
MÉDICAL EMERGENCY:
the Poland Guides and Scouts Association (ZHP) will be in charge of taking
the person in need to a local public hospital.
It is the person herself who must be in charge
of the spending that the situation may provoke as well as claiming for the
spending of its insurance in her own country.
Nor the ZHP or the ICCG assumes the responsibility of the payment of those
fees.
Each participant should provide herself the medicine she may need.

h.
PLACE: PALOTINE FATHERS’ HOUSE,
Constantin; Warsaw.
There is a public telephone
and service of electronic mail.

There will be facilities for the money exchange (only Euros and Dollars), as
well as a service of Guide-Scout Shop.
In a following communication we will inform the details of the meeting house
(address and telephone number), as well as the means of transport available
to get access to the place.

i.
CLIMATE: the Meeting is
going to be in summer.
Take

- adequate clothes,
- as well light warm clothes,
- comfortable shoes
- and something to protect yourselves in case of rain.

j. MISCELLANEOUS:
The regulated uniform will be required
for the opening and closing ceremonies, going out round the city and
peregrination.
Bring a Bible
and the necessary things to make personal notes.

Each delegation foresees taking a present for
the host country Association.
We invite each association to take handcrafts
from its country, to make a handcraft fair, as
well as any product that can be donated for the auction that will be done in
benefit of the Conference.

16TH WORLD
COUNCIL
1. 16TH WORLD
COUNCIL DATE : from de day 21st of July 2006 at
03 p.m. to the 23rd at 06.00 p.m.
2.
GOALS: According to the
established by the ICCG...
Article 8.
The member groups exercise their rights and duties through their
representatives meeting in assembly. This assembly is called the World
Council of ICCG.

The Council is the decision making body of ICCG. It is empowered to :
• Elaborate the programme of the ICCG
• Study the appropriate means to promote in the Guide Movement an
educational method for
the Catholic faith
• To initiate an effective collaboration among Catholic leaders themselves
and with leaders of
other international Catholic organsiations.
• To put to the diposal of Member Organizations and other Organizations/Associations
of Girl
Guides/Girl Scouts all documentation and information useful to
their Catholic membership.
• To organise meetings, seminars, gatherings, etc. corresponding to the
objectives of the
ICCG
• To set up, if needed, specialized work groups.
• To take the necessary desicions about ICCG’s action within the
international Catholic
structures for the Laity.
• To admit and exclude member organisations in accordance with the
conditions of
membership of the ICCG.
• To modify the constitution and bye-laws on condition that they don’t
contradict WAGGGS’s
constitution.
• To elect the World Executive and ratify the election of Regional
Executives.
• To approve the activities of the World Committe
• To approve the budget and the accounts
• To fix by vote the amount of membership fees
• To undertake all initiatives that prove necessary for the implementation
of the aims of the
ICCG.
3. DELEGATES:
Art. 9
The Council is composed of :
• Two representatives from every member group, having a mandate from the
decision making
organ of their association and empowered to commit the association in the
choice of ICCG
policies.
• The national chaplain of every member group
• The World Executive and the other members of the World committee of the
ICCG
• The World Chaplain
The Chairman of WAGGGS or her representative, designated by the World
Committee, the President of the Pontifical Council for the Laity (PCFL) or
its representative are invited to attend Council meetings.
Art. 10
Every member group has one vote. In the case of several members belonging to
the
same
country, these shall have only one vote per country, when the voting is on :
•
Recognition or cancellation of member groups.
•
Amendments to the constitution and bye-laws
• Election of the
World executive and the ratification of the election of regional
executives.

OF GREAT IMPORTANCE:
up to now, we have received the pre-registration of the following National
Associations: Germany, Argentina, Benin, Burkina Faso, Cameroon, Ivory Coast,
Chad, Great Britain, Italy, Madagascar, Poland, Centro African Republic and
Uganda.

For the 15th of December, 2005
we need to count on the pre-registrations of the missing
Associations that will participate, whether they are members or
correspondents.
In the month of March of 2006, you will receive the form for personal
registration of each delegate. Those Associations that anticipated their
pre-registration will be taken into account exclusively.
This is essential for the general organization, for the host country and the
stay-place book.

TO KEEP ON GOING:
we also invite you to the
second of the proposals
to place ourselves towards the meeting. Our World Chaplain, P. Jean
Debruynne, helps us to look and think about the situation of the girls and
teenagers.

In all the cases we ask you to confront this information in your own countries,
whether in the Ministry of Foreign Affairs or the Foreign Office, or even in the
Polish Embassy if there is one.
We reiterate
that is RESPONSIBILITY of every Association the obtainment of the visas with
enough anticipation to the Council and Meeting date. The ICCG will be not
responsible of doing these arrangements.
The countries that require the invitation of
the ZHP must establish communication, in time and way (until 2 months before the
Council and Meeting date), with the same Polish Association sending a copy of
this solicitude to this secretary.
